I doubt it is a gun sight well not like anything I have seen before, to me it looks like jaws that are made to grip something. What sort of metal is it??

I agree with lxss5000, looks like part of a pipe vise. Bit small tho. I also had an adjustable spanner years ago and it had a jaw like that.
Might also work as a stubbie opener !!

At least don't think so. I have found a couple of these before for some reason I always thought it was a part of a 30-40's casement windows.
don't know why but that was always what I thought they were. Hope this helps.
