What is this?

I have a memory of having seen this before but cannot bring to mind what it is. It is about 50mm x 20mm and made of brass.

I thought it might be from an old carriage, perhaps the shaft, as the base with the 2 screw holes is curved.

Reminds me of something that might have a cord tied to it. Flag poles usually have a double tongue but maybe some type of blind ?

Yes, it looks like that but the base with the screw holes is concave, not flat.
