Federation plate?

Can someone find me some info on this plate. I think the design is something to do with federation. I am assured by the finder it is something from a commemorative plate in the 1970's.
Looking at it i would think by the crazing it could be much older.

I did a bit of a search and it is definitely the Commonwealth Coat of Arms. The large star at the top signifies Federation.
The vine/plant shapes in the pic I attached has the same layout as the ones on the pottery fragment.
Also, here is a list to the article where I found it.
Coat of Arms info
It can only be used with Government authorisation, so maybe it was from a government owned railway, military or prison plate? Although it seems a bit flash for the prison or military, unless it was for the high-ups to eat off.

Thanks for the info. I couldn't find a picture but guessing someone will. I would like to prove that it is not 1970's. Just looking at it and knowing that is to do with Federation makes me think it is older.
