The little pins have what looks like an adjustable centrepin as the head has groves cut in like a screwhead. Everything else in this spot has been old e.g. numerous early N.S.W. military forces buttons, Chinese coins (3of) etc. It's right on old diggings, less than fifty feet away. Thanks for the suggestions so far.
I think Junker nailed it with his bike spoke nipple reply, any chance of a in focus photo of the head, second photo is too blurry.
